Three Resilience Laboratories for a Common Task

The RESILIA Innovation Hub makes societal resilience tangible: on-site in Berlin, mobile with organizations and municipalities, and digitally in virtual space. The three resilience laboratories combine knowledge, training, and research into an offering that prepares people, strengthens collaboration, and makes new ways of crisis prevention practically experienceable.

Laboratories

Berlin

In-Person Resilience Lab Berlin

At Berlin Ostbahnhof, a place is being created where people can practically experience crisis preparedness. Through interactive scenarios, training, and game-based formats, it becomes tangible how to remain capable of action in emergencies — alone, together, or in collaboration with civil protection actors.

Mobile

Mobile Resilience Lab

The mobile lab brings the core content of the InnoHub directly to municipalities, administrations, organizations, and operators of critical infrastructures. This allows for training, scenarios, and exchange formats to take place where they are needed.

Digital

Digital Resilience Lab

The digital lab makes resilience education accessible regardless of location. It offers digital learning and simulation games for different age groups and life situations — including for people who cannot participate on-site.

What Happens in the Resilience Laboratories

The resilience laboratories combine information, experience, training, and research. Participants engage with realistic scenarios, learn the basics of crisis prevention, and experience how decisions, communication, and collaboration work in difficult situations.

It's not just about abstract knowledge. At the center is the question of how people and organizations remain capable in crises: What happens in a power outage? How does communication change under stress? What role do neighborhoods, organizations, infrastructure, and authorities play? And how can different actors work together better? And how can experiences from trainings be used to further develop offerings, technologies, and scenarios?

Scenarios

Realistic situations demonstrate how disruptions, everyday risks, and crises arise – and which decisions become important in those moments.

Training & Simulation

Practical exercises and simulated scenarios enhance self-preparedness, crisis competence, cooperation, and action security.

Simulation Games

Participants take on roles, make decisions, and experience how communication and collaboration impact the course of a situation.

Experience Spaces

Interactive and gamified elements make resilience education accessible, activating, and memorable.

Target Group Formats

The offers are suitably developed for the population, BOS, administration, KRITIS, and other actors.

Digital Learning Spaces

Virtual formats enable location-independent learning, practice, and deepening.

Digital Twin

The digital twin connects the resilience laboratories and supports realistic simulations of complex crisis situations.

Research

All offerings are scientifically monitored, evaluated, and continuously improved.

[ A Shared System ]

Berlin, Mobile and Digital Complement Each Other

The three resilience laboratories are not separate offerings but rather interlock. The stationary lab in Berlin provides a fixed place for encounter, training, and demonstration. The mobile lab brings content and methods to concrete application contexts on site. The digital lab expands access and makes learning and practice independent of location possible.

A digital twin connects the lab environments, makes scenarios configurable, and supports scientific evaluation. Insights from all three labs flow back into the further development of the RESILIA Innovation Hub. This allows content to be adapted, new scenarios developed, and offerings tailored to different target groups and situations.

[ Get in Contact with RESILIA ]

Resilience Begins with Exchange

Whether research, practice, municipality, organization, or the public: RESILIA invites you to share knowledge, test scenarios, and jointly develop new ways of crisis prevention.

[ Target Groups ]

Offerings for Public, Practice, and Decision Makers

The RESILIA Innovation Hub addresses different target groups who want to understand, convey, train, or strategically strengthen resilience. The offerings are developed to consider various prior experiences, roles, and requirements.

Citizens

For people who want to know how they can better prepare themselves, their families, and their environment for disruptions, emergencies, and crises.

Children, Teenagers, and Young Adults

For target groups introduced to crisis preparedness, risk knowledge, and joint action through age-appropriate, game-based, and digital formats.

Civil Protection and Operational Practice

For fire departments, aid organizations, authorities, and other actors who want to train collaboration, understanding of roles, and decision-making paths in realistic scenarios.

Municipalities, KRITIS and Decision-Makers

For administrations, operators of critical infrastructures, and political decision-makers who want to strategically strengthen resilience and test new solutions.

Municipalities, Administrations, and Critical Infrastructure

For stakeholders looking to better understand local risks, strengthen precautionary structures, and improve collaboration between organizations.

Research, Education and Innovation

For partners who want to develop, test, and implement new approaches to resilience education, security research, simulation, or digital support in practice.

[ Why the Innovation Hub is Emerging ]

Resilience is Strengthened When Trained Together

The RESILIA Innovation Hub strengthens the ability to better assess risks, act prepared, and maintain orientation in uncertain situations. It conveys knowledge, makes action possibilities visible, and creates spaces where collaboration can be practically tested.

For citizens, this means more security in dealing with everyday risks, disruptions, and crises. For organizations and institutions, it means better communication, clearer roles, and more joint action security. For research and application, it means new insights into which formats, technologies, and scenarios can effectively strengthen resilience.

Better Understand Risks

Complex situations become understandable and experienceable—from local power outages to cross-sector crisis scenarios.

Practically Practice Action

Interactive formats, simulations, and game-based elements convey knowledge not only theoretically but through personal experience.

Strengthen Collaboration

RESILIA promotes a common understanding of roles between the public, authorities, organizations, research, and other partners.

Make Decisions More Securely

Participants learn to assess situations, set priorities, and remain capable of action even in uncertainty.

Promote Self-Care

The offerings show how people can better prepare themselves, their environment, and their neighborhood for disruptions, emergencies, and crises.

Test Innovations

New security solutions, digital systems, and training approaches are tested, evaluated, and continuously improved at the RESILIA Innovation Hub.

Perspectives on Resilience

"Resilience means for a modern fire department, thinking beyond the operation. For me, RESILIA means exactly that: taking responsibility, actively researching security solutions, networking and sharing knowledge, and when it matters, working together effectively."

The resilience labs aim with educational offerings at promoting risk competence, understood as the ability of individuals and communities to understand risks in their heterogeneity and complexity, to realistically assess their own vulnerabilities and capacities, to make informed decisions about acceptable risks, and to independently contribute to the protection of the community.”

"Technology forms the basis for a modern society. Resilience must therefore also plan for dependencies and errors in technology."

RESILIA enables us to examine the human factor in connected laboratories in an interdisciplinary way and make it simulatable and tangible in crisis management.”

"Against the backdrop of the current threat situation, it will become increasingly important that in civil-military cooperation, the civilian support of the armed forces is more strongly considered and trained as a pillar of civil defense."

"Resilience arises where human behavior, technological systems, and robust decision-making processes are understood together. With RESILIA, we aim to develop, evaluate, and utilize Artificial Intelligence precisely at this interface to create adaptive and realistic training environments for complex crisis scenarios."
