Three Resilience Labs for a Common Purpose

The RESILIA Innovation Hub makes societal resilience tangible: locally in Berlin, mobile at organizations and municipalities, and digitally in the virtual space. The three resilience labs combine knowledge, training, and research into an offer that prepares people, strengthens collaboration, and makes new ways of crisis prevention practically tangible.

In-Person Resilience Lab Berlin

At Berlin Ostbahnhof, a place is being created where people can practically experience crisis preparedness. Through interactive scenarios, training, and game-based formats, it becomes tangible how to remain capable of action in emergencies — alone, together, or in collaboration with civil protection actors.

Mobile

Mobile Resilience Lab

The mobile lab brings the core content of the InnoHub directly to municipalities, administrations, organizations, and operators of critical infrastructures. This allows for training, scenarios, and exchange formats to take place where they are needed.

What Happens in the Resilience Labs

The resilience labs combine information, experience, training, and research. Participants engage with realistic scenarios, learn the basics of crisis preparedness, and experience the impact of decisions, communication, and collaboration in challenging situations.

It’s not about abstract knowledge alone. The focus is on how people and organizations remain capable during crises: What happens during a power outage? How does communication change under stress? What roles do neighborhood, organizations, infrastructure, and authorities play? And how can different actors work together better? And how can training experiences be leveraged to further develop offers, technologies, and scenarios?

Scenarios

Realistic situations demonstrate how disruptions, everyday risks, and crises arise – and which decisions become important in those moments.

Orange Cube

Training & Simulation

Practical exercises and simulated scenarios enhance self-preparedness, crisis competence, cooperation, and action security.

Orange Cube

Simulation Games

Participants take on roles, make decisions, and experience how communication and collaboration impact the course of a situation.

Orange Cube

Experience Spaces

Interactive and gamified elements make resilience education accessible, activating, and memorable.

Research

All offerings are scientifically monitored, evaluated, and continuously improved.

[ A Joint System ]

Berlin, Mobile and Digital Complement Each Other

The three resilience labs are not separate offerings but interlock with each other. The stationary lab in Berlin creates a fixed place for encounter, training, and demonstration. The mobile lab brings content and methods into real-life application contexts on-site. The digital lab expands access, making learning and practicing independent of location possible.

A digital twin connects the lab environments, makes scenarios configurable, and supports scientific evaluation. Insights from all three labs feed back into the development of the RESILIA Innovation Hub. This allows for content adjustments, the development of new scenarios, and tailoring offers to different target groups and situations.

[ Why the Innovation Hub is Emerging ]

Resilience is Strengthened When Trained Together

The RESILIA Innovation Hub strengthens the ability to better assess risks, act preparedly, and maintain orientation in uncertain situations. It conveys knowledge, makes action possibilities visible, and creates spaces for practically testing collaboration.

For citizens, this means: more security in handling everyday risks, disturbances, and crises. For organizations and institutions, it means: better communication, clearer roles, and increased shared operational security. For research and application, it means: new insights on which formats, technologies, and scenarios can effectively strengthen resilience.

Perspectives on Resilience

Profile picture of Dr. Rebecca Prell

"Resilience means for a modern fire department, thinking beyond the operation. For me, RESILIA means exactly that: taking responsibility, actively researching security solutions, networking and sharing knowledge, and when it matters, working together effectively."

The resilience labs aim with educational offerings at promoting risk competence, understood as the ability of individuals and communities to understand risks in their heterogeneity and complexity, to realistically assess their own vulnerabilities and capacities, to make informed decisions about acceptable risks, and to independently contribute to the protection of the community.”

Profile picture of Prof. Dr.-Ing. Jochen Schiller

"Technology forms the basis for a modern society. Resilience must therefore also plan for dependencies and errors in technology."

Profile picture of Prof. Dr. Ingo J. Timm

RESILIA enables us to examine the human factor in connected laboratories in an interdisciplinary way and make it simulatable and tangible in crisis management.”

Profile picture of Prof. Dr. Jörg Felfe

"Against the backdrop of the current threat situation, it will become increasingly important that in civil-military cooperation, the civilian support of the armed forces is more strongly considered and trained as a pillar of civil defense."

Profile picture of Univ.-Prof. Dr. habil. Ricardo Büttner

"Resilience arises where human behavior, technological systems, and robust decision-making processes are understood together. With RESILIA, we aim to develop, evaluate, and utilize Artificial Intelligence precisely at this interface to create adaptive and realistic training environments for complex crisis scenarios."
